The local authorities knew that Kamari had more troops than this. Braving the storm, the governor, Hector
Maximus, rode his horse to the royal residence, only to find the strees inside and outside the palace packed with
soldiers in straw raincoats. Under the pitch-black sky, the rain poured relentlessly, and three entire streets
surrounding the palace were filled with soldiers wearing pointed straw hats.

Having been ignored at the palace, Hector was overjoyed to finally receive a response. He quickly replied, “I
have cto order the granary to be opened and provide food for the disaster victims. While shave been
temporarily sheltered...”
The officer interrupted before Hector could finish. “Mr. Maximus, do you have King Kamari’s written decree?”
Hector was stunned. “King Kamari’s decree?”
This granary belonged to the local government, not the royal residence. It was the official emergency reserve,
separate from the rations that had already been allocated to Kamari. He had multiple granaries of his own, but
this was not one of them.
“Yes,” the officer said. “His Highness has ordered that no granary be opened without his decree.”
Hector quickly responded, “Marshal, there must be a mistake! This is not King Kamari’s granary.”
